What Is the Difference Between a Single Use and Concurrent Use License?
A Single Use License is assigned to a single computer and allows a user to work offline or disconnected from the network for extended periods of time. Each single use license requires a unique software license for the software product(s) and extension(s) requested.
A Concurrent Use License requires access to the Central License Manager servers, maintained by DoIT, through the Statewide Government Intranet (SwGI).
A Checked Out License is a hybrid approach, which allows a user to connect to the network, "check out" a license for 30 days at a time and acts like a single use license for those 30 days. After the 30 days, the user connects to the network to renew the 30 day check-out.
How Do I Connect to the Statewide License Manager?
Your agency’s firewall settings may need to be reconfigured to allow traffic to and from the Central License Manager servers. Check with your IT Support unit. Client firewall ports must be configured to allow outbound and inbound communication with the following IP addresses:
Primary Server: 27000 & 27001 for 10.202.60.10 (gislm1.doit.net.md.gov)
Backup Server: 27000 & 27001 for 10.10.9.8 (gislm2.doit.net.md.gov)
Note: If agency staff have the capability of establishing a VPN from remote sites to the agency network than changes to the firewall may need to include allowing traffic to and from where the user VPN terminates.
You will need to tell your copy of the Esri software product where the Central License Manager servers can be found.
From the ArcGIS program folder in the Start Menu, open the ArcGIS Administrator.
Click on the Desktop Folder.
Click Change
In the License Manager box, enter the address for the License Manager. Use the following for the Center License Manager -
27000@gislm1.doit.net.md.gov;27000@gislm2.doit.net.md.gov
Click on the appropriate Concurrent Use radio button for your product - Basic (ArcView), Standard (ArcEditor) or Advanced (ArcInfo).
Click Apply and OK
You are now authorized to obtain licenses when the software is launched. The license will be automatically returned when you exit the program. IF YOU CHECK OUT A LICENSE FOR AN EXTENSION FROM ARCMAP, TURN OFF THE EXTENSION WHEN YOU ARE FINISHED.
If you wish to check out a license for up to 30 days:
From the ArcGIS program menu, open the ArcGIS Administrator.
Click on the Borrow-Return Folder within the Desktop folder.
Check the appropriate boxes for the software products you require, then click OK.
Do the reverse to Return the licenses when you return to the office.
Note: The license will expire after 30 days and ArcGIS will no longer run on the computer.
How Do I Enable Extensions?
Extensions themselves are enabled through the ArcMap software (found in the menu bar under Customize → Extensions) but you must be licensed for them. If you are using a Concurrent Use license from the Central License Manager, you do not need to authorize additional extension licenses to enable an extension. If you are using a Single Use license, you will need to request an additional license. Please contact the GIO Office at

I Have a License, But I Cannot Use Certain Tools, Why?
The license level you are using determines what tools are available to you. You may change your license level through ArcGIS Administrator if certain tools are required for use. Esri provides a Functionality Matrix for its Desktop and Server products, choose from the available documentation below to review the functionality by license level.

Do I Need a New License to Update the Software Version?
Users who currently have a license running should be able to uninstall the existing version of the software and install the newer version of the software without a new software license.
Note: This does not apply to versions older than 10.0
